As far as we can presently tell, the overall geometry of the universe is flat.
How is that established?
Clusters of galaxies are organized into long filaments, between which are voids containing very little matter.
The geometry there must be very close to large-scale flat, with no mass near to alter it.

To answer this question requires a definition of what means "flat". Any way the question is not clear, specific the words: "on a large scale."
A simpler question would be: The 'problem' is that none of these questions can be answered.
The same reasoning exists with the question: Is the universe, or any part of the universe curved.
