Our modern conception of time is based on Einstein's theory of relativity, in which rates of time run differently depending on relative motion, and space and time are merged into spacetime, where we live on a world line rather than a timeline. In this view time is a coordinate.
It is correct that the behaviour of clocks (its ticking rate) depent about motion. But that does not mean that you can say the same about time.
Using different clocks the position of the objects can be different depending which clock we use and that is not what we want.
According to the prevailing cosmological model of the Big Bang theory time itself began as part of the entire Universe about 13.8 billion years ago.
The only thing that we can say is that the Big Bang event happened at time 0. The physical cause (what happened before) of the Big Bang is unknown.

In or around 1665, when Isaac Newton (16431727) derived the motion of objects falling under gravity, the first clear formulation for mathematical physics of a treatment of time began: linear time, conceived as a universal clock.
The idea that time in some sense flows linear is a very powerfull concept, because it is a strong bassis for the definitions of linear movement and accelerated movement.
