Whether quantum entanglement counts as action-at-a-distance hinges on the nature of the wave function and decoherence, issues over which there is still considerable debate among scientists and philosophers.

First of all the two concepts 'wave function' and 'decoherence' should be clear. If that is not the case then they cannot be used to explain action at a distance.
My opinion both concepts are surrounded with doubt.
